b, if there is a law that states that a foreigner must have a foreigner card then how to u explain that they let Karl live there for more than a week with a job and apartment without this specific card. Mabye there is a time limit to get one

Immigration/Foreign Police/etc is notoriously slow an inefficient in even the most advanced countries.

nas, you have to either have your passport or your foreigner card.

carrying your passport around gets old very quickly, and they tend to get torn up too. Plus you're bound to forget one day.

also, you can't get a cellphone, tsutaya account, etc without a foreigner card.

Well I suppose you could also ask why the millennium falcon can travel faster than light without violating the law of general relativity.

On another note, it would be hilarious if Karl learns that KOKUJIN means "black person," making it a "black guy registration card."

@ b, what are you talking about regarding the littering? The last panel shows the I.D. card still in his hand and what looks like an I.D. card falling is actually a cutout in the concrete railing. Is that what you were referring to?
