As long as you have a foreigner/alien registration card (Gaikokujin Toroku), it is very easy to get a video rental card in Japan.

As an alien, I had no difficulties getting my blue rental card from Tsutaya near Ueno in Tokyo, and was able to rent a number of videos. (Just keep in mind that your DVD player needs to support region 2, which was not the case with my laptop, so I bought an external USB optical drive.)

It helps to be very patient and polite, and always return the videos back on time.

Getting a rental card is easy.

It's finding the video you want that can be difficult at times. Every store seems to organize the shelves differently according to genres, often with seemingly arbitrary sub-genres splitting things further. Add to this the fact that Japanese movie titles are not always a perfect match to the original titles, and it may take a long time to find a specific flick.

Of course, it's like ten times worse with the manga stores, but...
